They don't. Every penis is different. When a guy goes to get fitted for trousers, the taylor will ask him if he "dresses right or dresses left". They want to know which way their penis naturally hangs so that they can adjust the fitting to be most comfortable. Some guys hang naturally to the left, others to the right. Some guys hang straight down in the middle.
Contrary to popular belief, curvature or hang of the penis has nothing to do with whether or not the guy is right or left handed. Which way the penis hangs or curves has to do with the fact that the different chambers of the penis grow at different rates. The penis is made of 3 different chambers (left, right and top). Just like your arms or legs being slightly different lenghts from each other, the chambers of the penis grow at a slightly differet rate from each other. If the right side grows more or faster, the penis will curve more to the left when erect and hang more to the left when flaccid. If the top chamber grows less than the other two, the penis will curve upwards slightly (which is actually pretty common). Most penises curve towards one direction more than the others and it is completely normal.
Circumcision may also play a slight role in the direction a penis curves. If a guy is circumcised and depending on how much they take off, if the skin removal is not uniformed all the way around, it could cause the penis to pull in one direction more than the other.
